| Abstract | Because the institution of performance-based teacher education and certification (PBTE) affects the allocation of resources for teacher education and certification, the movement has become highly political. The political contenders in the struggle to institute PBTE include teachers, administrators, university educators, federal governments, state governments, local governments, professional organizations, national accrediting associations, and foundations. Those who support PBTE include university education departments, and the U.S. Office of Education. Those who will probably oppose PBTE include the National Education Association, state agencies for higher education, those in the academic disciplines, and small private colleges. It is now difficult to assess effects of PBTE. If it is widely accepted, the governance of teacher training will be greatly affected. PBTE may become a bargaining issue. The greatest barrier to implementation may be acquiring needed funds. (Author/JM) |
